Twitter announced (via Twitter, of course) that you can now add your own comment while retweeting something from your iPhone and the site itself. Up until yesterday, users were only able to do so from the app. The feature is not yet available to Android users.
In case you're unsure and worried you'll do it wrong the first time, Twitter provides handy instructions here.

Whereas before you had to (1) copy and paste the original text of the tweet you were trying to retweet and (2) cram your comment into however many characters you had left, the new feature basically pulls the original tweet you are retweeting in like an embed, leaving you plenty of room to add your comment!
140 characters, yo!
