Col. Jessie Mario Dosado of the Philippine Army is "facing criminal charges before the Sandiganbayan over alleged sexual advances on his subordinates in 2013," reports Elizabeth Marcelo in the Philippine Star.
Dosado was formally charged by the Deputy Ombudsman for the Military and Other Law Enforcement Offices with three counts of the violation of Republic Act 7877 or the Anti-Sexual Harassment Act of 1995.
The news report details the following allegations against Dosado:
1. On May 16, 2013, he ordered a female subordinate with the rank of master sergeant to watch while he had sex with someone identified only as "Miss Glacy." At that time, Dosado was the commanding officer of the Philippine Army Procurement Center. The victim said she obliged to Dosado's request to watch the intimate encounter. Dosado, though, went on to ask her to join him and "Miss Glacy" in an orgy.
2. On October 22, 2013, he ordered his secretary to "wipe his back and give him a bath while he was naked." At that time, Dosado was serving as the assistant chief of the Philippine Army Staff and Logistics Office.
3. On October 25, 2013, Dosado repeated his sexual advances on his secretary. He asked her to "apply lotion on his genitals, asked her how she feels about seeing him naked and compared his size to another man."
The report further notes: "Bail is not required for sexual harassment cases as the penalty is usually a fine, but the court may still impose a prison sentence."
