HIV Care Benefits Just Increased To Nearly P60K Amid Surging Cases—Here's What's Covered

With HIV cases in the Philippines continuing to rise—and with more young Filipinos affected—PhilHealth is stepping up. In time for World AIDS Day last December 1, the agency announced a major expansion of its Outpatient HIV/AIDS Treatment (OHAT) Package, nearly doubling the annual benefit from P30,000 to P58,500.

According to the World Health Organization (WHO), human immunodeficiency virus (HIV) attacks the immune system, and when left untreated, it can progress to acquired immunodeficiency syndrome (AIDS)—the late stage of infection when the body becomes vulnerable to serious illnesses. With early testing and consistent treatment, HIV is manageable, and people can live long, healthy lives.

PhilHealth's expanded OHAT package aims to support exactly that. The benefit includes antiretroviral therapy (ART) plus the labs and clinical services needed for long-term HIV management. Anyone with a confirmed HIV diagnosis from a certified facility can start treatment support immediately, regardless of their clinical status or immune levels.

The update came as the Department of Health reported over 5,500 new HIV cases between July and September 2025, prompting discussions about declaring a national public health emergency. With cases showing up in younger age groups, PhilHealth Acting President and CEO Dr. Edwin Mercado called the trend "nakakabahala," urging families to stay supportive and informed, especially to the younger Filipinos. "Iparamdam natin sa kanila na hindi sila nag-iisa at may kinabukasang naghihintay sa kanila," he added.

PhilHealth also emphasized that all services are delivered with strict confidentiality. "Huwag po kayong matakot o mahiyang magpagamot," Mercado said, assuring members their personal information is protected—a key reassurance for those hesitant to seek treatment due to stigma or fear of disclosure.

The enhanced OHAT Package is available through 234 PhilHealth-accredited and DOH-designated HIV treatment hubs nationwide. These include major hospitals and regional centers equipped to provide counseling, testing, ART, and long-term care. In 2024, PhilHealth disbursed P1.66 billion for 176,819 OHAT claims—showing how many Filipinos rely on this coverage and how essential the expanded benefits are.
