Applying For This Valid Philippine ID Won't Give You A Headache

Plus, this will soon be accepted for passport applications!

We all know processing government papers is a hellish circle full of catch-22s, endless forms, confounded flowcharts, tears, and heartache-but hey, at least it's always a lesson in the art of patience. After a few rounds of applications, the average Filipino learns to equip his or her arsenal with the following basic requirements: a ballpoint pen (or two), proof of billing or address, 1x1 ID pics, and of course, two valid IDs. Yes, you need a valid ID to apply for another valid ID. But great news for those applying for their Philippine passports: The Department of Foreign Affairs has expanded their list of acceptable IDs: You can now present your Postal ID as a valid government ID for passport application starting in August. The Memorandum of Agreement was signed on July 8, 2019.

The Philippine Postal Corp. (PhlPost) ID has been around for a while now. In 2016, they got a pretty cool upgrade from their old paper-based and laminated version. The current version has security features plus special hologram marks to ensure authenticity. Best of all, it's valid for three years. Applying for one is relatively easier than other government-issued IDs out there, so it's a great addition to your adulting kit. 

To apply for a Philippine Postal Corp. (PhlPost) ID, first print and fill out two copies of the application form. Then, you'll need two documents: one, your proof of identity, and the other, your proof of address.

For proof of identity, you can bring one of the following:

  • Birth Certificate issued by the Philippine Statistics Authority or Local Civil Registry
  • Unified Multi-Purpose ID
  • Valid Driver's License 
  • Valid Passport

Note that married females must also bring their marriage certificate. If you don't have any of the four listed above, you could also bring two of the ones belowjust make sure that at least one has your picture and signature.

  • Valid Voter's ID
  • Bureau of Internal Revenue or Tax Identification Number ID
  • Valid Police Clearance
  • Valid Seaman's Book
  • Valid National Bureau of Investigation Clearance

For proof of address, you can bring one of the following:

  • Barangay Certificate of Residency issued within three months
  • Certified True Copy of Lease
  • Certified True Copy of Titles issued by the Land Registration Authority
  • Certified True Copy of Real Estate Tax Receipt
  • Bank Statement
  • Credit Card Statement
  • School Billing Statement
  • Utility Bill (i.g. cable, electric, internet, landline, telephone, water)

Once you've got all your papers together, you can head on over to one of PhlPost's Capture Stations. Submit your papers, then have your picture taken and fingerprints recorded. There are around 260 capture stations in the country, with some situated in malls for easier access.

Your shiny new Postal ID will be delivered to you within 10 to 15 working days if you're in Metro Manila, but delivery can take up to around four to five weeks in remote areas. The standard cost for both the ID and delivery is P504, no matter how far away you are. 

If you're in a hurry to get a valid ID, there are some offices in the Metro that offer rush processing, where you can pick up your ID the next working day. You can find these offices in Las Piñas, Manila, Makati, Quezon City, Parañaque, and Valenzuela. For this service, the cost is P650.

As of now, only nine types of identification are accepted by the department when applying for new passports: Unified Multi-Purpose Identification Card, Land Transportation Office Driver's License, Professional Regulatory Commission ID, Overseas Workers Welfare Administration E-Card, Commission on Elections Voter's ID, Philippine National Police Firearms License, Airman License, Senior Citizen ID or School ID.
