One of the country's most widely used messaging apps may be facing a shutdown as the Department of Information and Communications Technology (DICT) weighs a possible ban on Telegram.


The agency said the move is being considered in response to ongoing concerns involving illegal gambling operations, pornographic material, scams, and cases of online exploitation of children. DICT Secretary Henry Aguda raised the proposal in recent interviews with ABS-CBN and DZRH, saying the government may be forced to take stronger action if violations on Telegram continue.


"Ang usapin ng online sexual exploitation and abuse of children ay non-negotiable. Kapag nagpatuloy ang ganitong uri ng mga aktibidad at walang pakikipagtulungan mula sa mga platform, hindi kami mag-aatubiling irekomenda ang pag-block sa kanila," Aguda said.


For now, Telegram remains accessible in the Philippines. The DICT has not issued a formal block order, saying it is still evaluating its options. Any implementation of a ban would require coordination with regulators such as the National Telecommunications Commission (NTC), which oversees telecommunications providers.

Banning Telegram is a "last resort"

According to the DICT, some illegal operators have allegedly migrated to encrypted messaging platforms like Telegram after facing tighter scrutiny elsewhere. The platform's features—large channels, private groups, usernames that can mask phone numbers, and end-to-end encrypted chats—have made it popular not just among everyday users, but also among groups seeking less visibility.


It doesn't help that Telegram has no physical office in the Philippines, which DICT said makes it harder for the government to catch alleged criminals using the platform.


Still, the DICT stressed that banning Telegram from the Philippines is a "last resort."


"Mas nais pa rin ng pamahalaan na magkaroon ng mas mahigpit na kooperasyon at pananagutan mula sa mga tech companies," the DICT said in a statement.


Earlier this February, the Cybercrime Investigation and Coordinating Center also mentioned the possibility of limiting access to Signal over reported misuse, making it clear that all encrypted platforms are now under closer review by the government.
