Starting your first real job is a huge milestone, but it comes with its own set of adulting challenges. Beyond preparing your resume and practicing for interviews, there's a behind-the-scenes layer of paperwork and processes that can feel overwhelming if you're not prepared. Knowing the right steps early on can save you time, stress, and even a bit of money as you navigate this exciting new chapter.


Here's the good news: if this is your first job hunt, the First Time Job Seeker Certificate can help ease the financial stress by waiving fees for certain pre-employment documents, like the NBI clearance, birth certificate, and transcript of records.

What Is The First Time Job Seeker Certificate?

The First Time Job Seeker (FTJS) Certificate is an official document from your barangay that proves you're applying for a job for the very first time. It's your key to getting certain pre-employment documents without paying the usual fees. The First Time Job Seeker Assistance Act (RA 11261), signed in 2019, made this possible.


To claim this from your barangay, you'll need to present a valid ID (ideally one with your address like the Postal ID, the PhilSys National ID, and Driver's License), birth certificate, and a sworn statement declaring this is your first job (some barangays provide templates; others may require notarization). Then, submit this certificate when applying for documents at the relevant agencies. Keep in mind that some documents have limited validity, so plan your job applications accordingly!

A Step-By-Step Guide To Applying For Government Documents

Social Security System (SSS)

The Social Security System (SSS) is a government social insurance program that helps protect members and their families from life's unexpected events. This includes sickness, maternity, disability, retirement, and even funeral or death benefits.

  1. Go to the SSS Member Portal and click "Get an SS Number." 

  2. Fill out the online application form. 

  3. Check your email for the activation link.

  4. Once activated, you'll receive an SS Number Slip, E-1 Form, and Transaction Number Slip. Your SS Number can be found in the SS Number Slip and E-1 Form.

  5. Bring two printed copies of each along with your birth certificate (or the valid ID you uploaded in the portal) to the nearest SSS branch.

  6. You can opt to walk-in or schedule an appointment under the "Services" tab in their website.

Taxpayer Identification Number (TIN)

Your Taxpayer Identification Number (TIN) is your official tax ID—a nine-digit code from the Bureau of Internal Revenue (BIR) to track your taxes and verify your identity for everything from job requirements to banking.

  1. Visit the Online Registration and Update System (ORUS) portal and register as a taxpayer without an existing TIN.

  2. Fill out Persons Registering Under E.O. 98/Form 1904.

  3. Upload a valid ID and a selfie holding it.

  4. Submit and wait 3–5 working days for review and evaluation. (Tip: Calling your Revenue District Office (RDO) can speed things up—I got mine the same day after a quick follow-up!)

  5. Once approved, you'll receive your TIN via email and can generate your Digital TIN ID through ORUS.

The process is the same if you wish to apply onsite. Just head to the RDO assigned to your home address with the same requirements—though BIR definitely recommends going online for less hassle.

Pag-IBIG Fund

The Pag-IBIG Fund is a government-backed savings program with major future-proofing perks. It helps you save money and gives you access to affordable housing loans down the line.

  1. Go to the Pag-Ibig website and select "Membership Registration."

  2. Complete the Pre-Registration and Registration Forms.

  3. Wait for your Pag-IBIG Membership ID (MID) number to be sent via text within 2-3 working days.

  4. Use your MID number to create a Virtual Pag-IBIG account and complete the required details.

  5. Upload two valid IDs and a selfie holding both of them.

  6. Wait another 2–3 days for activation. Pag-IBIG will text you once your account is good to go.

PhilHealth

PhilHealth, or the Philippine Health Insurance Corporation, is the government-owned and controlled corporation that administers the National Health Insurance Program (NHIP) for all Filipinos. It provides coverage for hospital stays, treatments, and other medical expenses so you don't have to shoulder everything on your own.

  1. Go to the PhilHealth website and download the PhilHealth Member Registration Form (PMRF) under the "Downloads" tab.

  2. Print two copies of the PMRF before manually(!) filling in the necessary details.

  3. Visit the nearest PhilHealth branch with the two completed PMRFs, two 1x1 ID photos, and two valid IDs or a copy of your birth certificate, and your FTJS certificate.

  4. You'll be issued your PhilHealth number and ID.

Some companies make life easier by having their HR department handle your PhilHealth registration for you. If that's the case, all you usually need to do is submit your filled-out PMRF—super hassle-free and your PhilHealth number gets linked to your employee record right away.

NBI Clearance

An NBI Clearance is your official “clean record” proof from the National Bureau of Investigation (NBI). It shows you have no criminal record or pending cases, serving as a background check and proof of identity.

  1. Go to the NBI Clearance website and click "First Time Job Seekers."

  2. Sign up and activate your account.

  3. Complete the Application Information form and submit.

  4. Click "Apply for Clearance" and choose the ID you'll bring for verification.

  5. Bring at least two valid IDs and your FTJS Certificate on your appointment day.

  6. Choose your preferred NBI branch, date, and timeslot.

  7. You will receive a reference number. Make sure to take a screenshot or write it down.

  8. Visit the NBI center on your scheduled appointment for photo and biometrics.

  9. Clearance is usually released immediately if there's no "hit." If there's a hit, you'll be given a new date to claim it (usually within 2 weeks).

Don't panic if you get a "hit"! It doesn't automatically mean you have a criminal record—it's usually a name match or a delay in the database. The NBI will just have to double-check things manually.

Medical Clearance

A pre-employment medical exam is your quick health check before officially joining a company. It helps employers confirm that you're physically (and sometimes mentally) fit for the role. Most packages—like those from Hi-Precision—include basics such as a full medical exam, CBC, urinalysis, fecalysis, and a chest X-ray. Some also add vision, hearing, or drug tests depending on the job.


Many companies shoulder this cost and even have a partner clinic, so it's best to wait for your employer's instructions before booking your own.
