PSA, Pet Parents: Flying With Your Furbaby On Domestic Flights Just Got Easier

Pack those tiny bags, paw-rents! Philippine Airlines (PAL) is officially letting you bring your small dogs in-cabin with their brand-new FurPAL service. Now, you and your four-legged BFF can jet off to Boracay, Siargao, or Bohol without leaving anyone behind.


Starting December 1, 2025, small dogs can travel in a secure carrier under the seat in front of you for as low as P2,500 one-way. Each fur baby must be at least 12 weeks old, fully weaned, and accompanied by an adult passenger. Only one dog per passenger is allowed, and carriers must fit comfortably under the seat, measuring up to 45x25x28 cm with ventilation and leak-proof features.


Before this new offer, only service dogs, emotional support animals, or pets meeting cargo requirements could travel on local flights. Pets weren't allowed in-cabin and had to fly as live cargo, requiring secure crates, weight limits, health certificates, vaccination records, identification tags, and permits from the BAI. For international flights, additional documents and rules often applied depending on the country of destination.

While live cargo travel keeps pets safe, it can also be stressful—dogs are kept apart from their owners and can get anxious, while owners had to manage extra fees, navigate cargo procedures, and sometimes wait longer to pick up their pets at the arrival airport.

Everything You Need To Know About FurPAL

According to PAL, their pet-friendly staff are trained to ensure a smooth, stress-free journey, while cabins are thoroughly cleaned for comfort and safety. Your fur baby will enjoy a secure, pressurized cabin with climate control, and carriers and dogs are counted separately from your hand-carry allowance. Even pet strollers can fly as checked baggage for free, making the whole experience convenient for paw-rents and pets alike.

How do I book FurPAL?

  1. Pick a FurPAL-eligible flight to Boracay (Caticlan), Bohol (Tagbilaran), or Siargao.

  2. Click FurPAL on the Travel Boost page to include your pet.

  3. Confirm your details, and get ready to fly!

What documents do I need to submit for FurPAL?

Make sure to bring these essential documents at the check-in counter:

  1. FurPAL Declaration, Release, and Waiver Form (You can access them here.)

  2. Veterinary Health Certificate (issued within three days of the flight)

  3. Anti-Rabies Vaccination Certificate

  4. Shipping Permit from the Bureau of Animal Industry (BAI)

No advance submission is required. Validation happens at check-in.

Can my big dog travel with me via FurPAL?

FurPAL is currently limited to small dogs with a combined weight (dog + carrier) of 10 kilograms (22 lbs.) or less. Larger pups can still fly but must do so via live cargo, where strict safety and climate-control measures are in place to keep them comfortable during the flight.
